This character rig is freely available online. It’s called “Moom”, and you can download it from http://www.creativecrash.com. It doesn’t come with this soft toon shader, though. It's funny how much effort is put into making CG animation "not look CG" — and how gratifying it feels when people notice it! Makes me wonder about the future of the technique.
